You seem not to have documentation installed. If you compiled KDE from sources, you are probably missing the docbook tools.

Instructions on what packages you need to install, and how to go about it, are available on the KDE internationalization Web server:

Please read the entire file first, and then follow the instructions carefully, they are very comprehensive.
