I thought when I went thru a search on that to explain it to someone
that I found that nibufs were used when mbuf's were required and
interrupts were turned OFF. 

This is in alloc_mbuf() in mbuf.c - A test is made as to wether interrupts
are on or off and space is assigned using a malloc if on or from the
pool linked list if they are off.  Am I seeing this wrong?? Is this
what you are referring to?
