The FCC document posted made fleeting reference to the difficulty of
authenticating messages.

A one-time post under a fake call is going to be extremely hard to
trace.  My job is in networking -- I've traced e-mail forgeries other
our local net and the Internet.  It is difficult.  In amateur radio,
the problem is worse because of the mobility of hams.

Without the use of cryptography, it is hard to build a strong way to
authenticate message senders over packet radio.  Thus it is necessary
to find a ham who can be traced and held accountable for messages,
and this is the BBS operator.

No, I don't entirely agree with the logic.  I am only explaining it.

Contact your local cable company. I'm sure they'd be VERY interested in
hearing that their cable is leaking signal. Just tell it to them the same
way you told us... you can hear it on 145.25. Cable channel 18 runs from
appx 144.0 to 148.0 MHz so you're in the general ballpark. 

In addition, 2m transmissions WILL interfere if there's leakage on the
cable. 

If the cable company should ignore your helpful comments then it's time to
notify your local branch office of the FCC. They'll take a rather intense
interest in the matter.

SYNOPSIS OF ACTIVITY
--------------------

             Solar activity was very low with no significant activity
       reported.  The disk remains spotless.

            Solar activity forecast:  solar activity is expected to
       remain at very low levels.

            The geomagnetic field has been at unsettled to major storm
       levels for the past 24 hours.  The storm conditions are
       believed to be a result of a favorably positioned recurrent
       coronal hole.  The GT 2 MeV electron flux generally remained in
       the moderate range, becoming high about 04/1400Z.

            Geophysical activity forecast:  the geomagnetic field is
       expected to remain at mostly active to major storm levels
       with overall conditions expected to gradually decrease after
       the forecast period.

            HF propagation conditions were moderately to strongly
       degraded throughout most of the UTC day.  High and polar
       latitude paths were essentially wiped out with useless
       propagation.  Planetary peak A-indices in the severe storm
       category were associated with heavily depressed propagation
       quality through the high and polar latitude regions, extending
       even into the middle latitudes today.  Fair to occasionally
       very poor propagation was reported over most middle latitude
       regions. Conditions began improving over the middle latitudes
       late in the day.  Low latitude paths were slightly
       below-normal.  No significant improvements are expected over
       the next 3 days. Night-sector propagation will remain the
       hardest-hit regions with possible frequent substorming
       continuing.

TANGO club that had mod's for different rigs (not just Yaesu), you might try

However since the changing of the 610 form which DOES differentiate
(yay finally) between Technicians and Technician Plus, you 
will get Technician Plus licenses.

I think that these statements apply to you too.  I think that with your
statements you are trying to inject politics into ham radio.  From what
I understand, to operate in Northern Cyprus, you need to get a license
from people currently in power.  I bet that your greek license will not do you
much good if you want to operate in Northern Cyprus today.  This was the test 
used in case of Walvis bay to decide whether it should be considered a 
separate country.  Namibia could not issue a license whereas RSA could.

I read the petulant post by Monk Apollo railing againt DXAC acceptance of
Baldur's qsos.  In effect, the revered Monk seems to consider Mount Athos
his fiefdom.  If it is, then let us not make it a DXCC country.

Sure,
For VHF Packet you will need a Data terminal Emulator, i.e. a dumb terminal, pc
running terminal software..., A Terminal node Controller (TNC)
and a 2 meter FM Transciever.  You can get away with a reciever if you only
want to monitor ;-(
 
For an IBM PC user, a cheap entry is a Tigertronics Baypac Modem and a
second-hand 2-meter HT.  The tigertronics unit works fine and is about
$50 new.  A full bore tnc like the kantronics KPC-3 is about $120.
The 2 meter HT will do the job, but more power and better rx may be
lurking in yer wish list shortly.  Try your local (?) ham shop for
swap.
 
The Tigertronics unit runs the AX.25 code in RAM, as opposed to a regular
TNC running it on an EPROM or Rom.
 
Either way, have a blast.....are you licensed?

ATTENTION:

     The recurrent disturbance which, over the last 3 solar rotations has
     been responsible for elevating levels of energetic electrons at greater
     than 2 MeV, began returning around mid-day on 03 April.  Today, levels
     of energetic electrons became high and have remained moderately high
     since approximately 12:00 UTC.  High to very high levels of energetic
     electrons (with densities near and above 1.0E+05 el/cm^2-sec-ster) can
     be expected over the next week with diurnal maximums near local noon at
     geosynchronous altitudes.  The enhanced electron densities may be
     sufficient to produce charging-related satellite anomalies.

     Additional updates will be posted as necessary.
