Good thought, Al! Never tried that myself, but a fairly easy
substitute is a LARGE Pickel jar... fire a string around the
"bottom/top" and POOF! A chimney! ;^)

Would anyone mind assisting me by downloading my catalog from the BBS and
let me know if it is possible to post it in specified groups of people who
could possibly become part of our manufacturing team of exotic surveillance
gear for law enforcement agencies. We are in the process of developing a
global distribution network for sensitive intelligence equipment with over
150 unique designs--in full detail... The BBS number is 601-876-9905 and
you can download doc: CATALOG.ZIP or CATALOG.EXE (self extracting) and for
the ASCII version get CATALOG.TXT... Send replies to NO1SLEUTH@delphi.com
Thank you.

Subject: Licensing in Japan
To: info-hams@ucsd.edu

So, we think we got it bad in the USA on getting our ham licenses?
Take a look at the following article that I received recently from
Japan.

The following article first appeared in the vernacular Asahi Shimbun
newspaper in Japan. It was translated and reprinted in the TIARA NEWS -
the Tokyo International Amateur Radio Association s newsletter in their
February 1994 issue. Permission to reprint was/is clearly stated in the
masthead, provided credit is given to both the individual author(s) and
to TIARA NEWS.

ASSOCIATIONS: The Barrier To Simplifying Japanese Amateur Radio Licensing

"There are too many procedures and it is too expensive to get a Ham
license. Why can t the Japanese system be like that in the U.S. where
you obtain your license once and then you can operate freely within
certain
limits?" That is the plea of Japanese Hams.

THREE STEPS TO GET ON THE AIR
To get on the air you have to go through three steps:

(1) First you take the national examination or a special training
course to obtain your radio operator license (musen jujisha menkyosho).

(2) You then must file an application for "opening the station"
[i.e. to establish the station] with the Japanese Ministry of
Posts and Telecommunications (MPT).

(3) Then you must obtain confirmation that your transmitter and
receiver satisfy certain technical standards.

These procedures take about four months to complete. Moreover,
whenever you buy a new rig you must make an application for such
change, and your station must be re-inspected. Furthermore,
your license must be renewed after five years.

In the case of the DENWA-KYU license (fourth class, phone only)
which most Japanese Hams hold, the national exam costs 2,700 yen
(approx. $26) and the special training course costs 23,050 yen
(approx. $220). The application for opening a station costs
7,300 yen (approx. $70). An application for change of radio
equipment and renewal of the license costs from 1,000 to 4,000
yen (approx. $9.50 to $38).

The Land Mobile Communications Division (Yuseisho Ido Tshukinka)
of the MPT responds to the above criticism by saying: "All of
the procedures are necessary to enable so many people to make
good use of the available frequencies which are limited resources.
We have partially simplified the procedures."

IN THE USA, PERMITS ARE LUMPED TOGETHER
There are 2,450,000 licensed Hams in Japan. One Ham who is an officer
of an Amateur Radio organization stated, "I have been pleading with
the government for 30 years to change to a system like one in the USA
but I have not gotten anywhere, even though I have yet to find any
fault with the US system."

When you look into each of these procedures you will find that each
procedure has a connection with an organization in which former
MPT bureaucrats are working after their retirement (from government
service). First, the application forms are sold at the JARL -
Japan Amateur Radio League (Shadan Hojin Nihon Amateur Musen Renmei)
at prices ranging from 500 to 800 yen (approx. $4.75 - 7.60).
The special training course and the station modification inspection
are done by the JARD - Japan Amateur Radio Development Association
(Zaidan Hojin Nihon Amateur Musen Shinko Kyokai).
And that is the way it goes.

The JARL however, is an organization of Ham-loving people and therefore,
there are few retired bureaucrats there, but in the aforementioned
organizations out of a total of 29 directors, 12 are retired MPT
bureaucrats.

MOST OF THE REVENUE IS OBTAINED FROM BUREAUCRATIC PROCEDURES.
The total JARD income in 1992 was 560 million yen (approx. $5.3M)
and of that, 547 million yen (approx. $5.2M) came from the (kind)
of bureaucratic procedures described above. That seems to be
the reason that they will not change to the US system.

-------------------------------------------------------------------
The above is a translation of an article that appeared in the
morning edition of the Asahi Shimbun newspaper on October 9, 1993.
The translator's comments follow:

1) After passing the national examination or successfully completing
the special training course, the prospective Ham will have to file an
application for a radio operator license together with an additional
1,050 yen ($10) worth of revenue/tax stamps. Every application for
a station license, modification or renewal requires the completion
of complicated forms. These forms can generally only be obtained at
Ham specialty-stores, certain large bookstores, or at JARL branch
offices.

2) By paying 1,000 to 3,000 yen to the JARD for a station "guarantee",
amateur stations up to 100 watts are exempted from undergoing the
station inspection which requires a complicated application procedure,
long waiting time, and expensive inspection fee.

3) The license term for non-permanent residents of Japan is one year.
Applications for station license renewal and modification must be
filed separately.

4) Formerly referred to as "Denwa-kyu", the 4th class (No Code)
licensees comprise more than 90% of all Japanese amateur radio
operator license holders.

5) This the amount of revenue/tax stamps required together with
license application forms. 14,600 yen ($140) for stations over
50 watts An additional "guarantee fee (nominally 3,000 yen or
approx. $28.50) is paid to the JARD. Or, in the case of a 500 watt
station, the station inspection fee is 21,200 yen (approx. $200)
plus another 5,300 yen (approx. $50) "guarantee" fee to the JARD.
In addition, an annual "radio spectrum users fee" of 500 yen
(approx. $4.75) or 1,000 yen ($9.50) if you have both the 100 watt
fixed and 50 watt portable station licenses, is levied by the MPT.

6) In the USA, the station license is automatically issued together
with the operator license without the necessity to already own
any radio equipment. Mailing address changes, etc. can be done
easily and the term of validity automatically resets for another
10 years from the date of the change. And what is more, you only
have to pay about $6 for the examination, and the rest of the
procedure is all free of charge. You do not even have to attach
an SASE to your application forms.

7) Station inspections in Japan are done by the local bureaus of
telecommunications (Denkan).

Well, as the guy who first called the Ten Tec noise blanker a decorative
knob... I'd like you all to know I happily sold my TS-440s and kept the
Corsair because the Corsair was a much, much better, functional RADIO!

Now if THAT doesn't stir the pot... nothing will.

Subject: Ramsey Kit Transceivers-Also any others???
To: info-hams@ucsd.edu

I was going to get the ramsey 2 or 6 meter fx models transceiver that you build yourself simply because I think I will find radio more interesting if i do it
myself instead of getting premade.

Now,I have heard these are no good?
Is this true, will someone leave me their experiences in maiL?

Also, are there any other kit radios that may be better for the same price?

Subject: St Patrick's Day Special Event Station
To: info-hams@ucsd.edu

There is a change in the operation of special event station WB8SMC/8
from St. Patrick, Ohio as announced in the major ham magazines. The original
dates of operation were to be March 12 - 13 1994, but as explained by a member
of St Patrick Church (where we will be operating from), "We have basketball
tournaments up this way that take precedence over weddings, having babies and
other such trivial events - and had to move the celebration back to the 26th."

Well, March madness notwithstanding, the FAROUT ARC will operate WB8SMC/8
from St Patrick OH (Shelby County) during the period 1800 UTC 26 March 94 to
1800 UTC 27 March 94 to belatedly celebrate St Patrick's Day. Frequencies of
operation will be in:

  80 - 40 - 15 - 10m Novice CW and 20m General CW
  80 - 40 - 20 - 15m General phone and 10m Novice phone

WB8SMC QSL's hams and SWL's 100%. Send QSL and business size SASE to:

Recently there was a posting announcing that PED version 4.10 was
available on some FTP site. I lost this info, so please repost
if possible. FYI, PED is a CW pileup simulator/trainer for use
with sound boards like the Sound Blaster.

: Golly, Ed, you must be one of those long-winded types. Would you settle for
: something a little shorter -- like maybe "N"? ;-)

Don't be a DOPE, Todd. The letter "N" is, "dah dit." It ends in a DIT
so it's not as good as a call that ends in a DAH.

BTW, when I wrote the book on calls, I suggested that "K", "N", and "W"
could easily command $10,000 or more in the open market.
