* AO-13 MODE S REPORT *

With its new operating schedule, AO-13 is now seeing increased activity 
during its Mode BS and S periods from users of the 2.4 GHz transponder.  
With 4 hours available per orbit, listeners to the S band transmitter are 
enjoying strong signals and noise free reception.
 
Antennas are mainly small dishes from 0.6m to 1m diameter although some 
stations are successfully using loop Yagis.  With a 1m dish on receive and 
a single 19 element yagi on 435, good results can be achieved with 10 to 20 
watts.
 
Stations having good signals on 2.4 GHz last week included:

  It comes from the RST signal reporting system. (I'll let others flame
  each other as to its orginations.) The scales being R for readibility
  S for signal strength and T for tone. (We're speaking morse wireless
  here.) R is from 1 (not readable) to 5 (perfectably readable). S is
  from 1 (I can't hear it) to 9 (It's really loud) and T for for tone
  with 1 (rough AC buzz) to 9 (pure note).

  Of course, with the advent of phone (am and ssb) operation they dropped
  the tone report. And as most DXers will tell you, "You're 59 LA" doesn't
  have any bearing on received signal, but instead means, "I want a QSL
  card."

The only thing I find surprising about this is the tone in Newsline that
implies that the authors and editors of that rag seemed to think
that so-called 'open' repeaters were under some legal obligation to
accept all comers.

It has *NEVER* been the case that a repeater licensee could not control
who used his equipment.  The letter from the FCC simply reinforces what
has ALWAYS been the rule about this.  It's not an issue of 'closed'
vs. 'open', no matter how much Newsline would wish to cast it in that light.

Anyone who thought otherwise was simply ignorant of the Rules.

Must have been a slow week for news.

of the mailing list. I, for one, have signed up. I also have been known
to pass along a post from time to time, as I see fit, or if I happen
to see it.

You can contact most ARRL HQ staffers by email. I will post a

I also suggest that all hams with an opinion or suggestion about a
policy matter make their views known to their Division Director.
The Division Directors are listed on page 8 of any recent QST. 
You can also usually find your Division Director at most major hamfests

I am looking for a way to make phone calls from my car through my own phone
line, not a cellular service.  I have heard a little about 'autopatches', but
have some questions.

1 - I this possible with half duplex on one frequency?  if so, would the
    person on the other end have to dial some touch-tone to switch the base
    unit from receive to transmit, etc?

2 - Is there a charge for using ham repeaters.

3 - Would my best bet be to try to get a ham lisence?  My only reason would
    be for the phone service.

4 - Could it be done with a CB?  Would it be legal?  What is the range?

    one day exercise on Saturday, April 23, 1994.  Details concerning this

    Time is getting near for those original amateur operators with 10 year
    licenses to renew them.  Please check your expiration dates and make

    Mr. Carl Bailey from SD City Water Utilities Department is looking for
    a minimum of 10 to 12 RACES operators to do dam & flood plain watches.
    Mr. Bailey will train the RACES operators for this task.  If you are
    interested in this assignment please give net control your name, callsign
    and phone number after roll call.  Staff 2 will call you and setup the
    training.

    Strike Team and personnel interested in becoming Strike Team members
    should attend a special meeting at 1830 Monday 7 March at the EOC prior
    to the general meeting.

This has been discussed a number of times.  They are not being sued or 
threatened because they purchased the  data from the FCC. They didn't 
base tehir project on the format of the CallBook.  Is it clear now?
