It works... Basically, what is happening is that you put the rig in Tone
Squelch Mode and then as you would normally be "dialing" or using the
MHz UP/DOWN buttons to select a tone frequency, you HOLD DOWN the MHz
UP/DOWN button for a second to literally start "scanning" the tone
frequencies.  If the signal you are tuned to is in fact "tone encoded"
and is one of the EIA standard freqs, the rig will stop on the frequency
and the tone squelch will "open" allowing you to hear the conversation.

Definitely a nice radio. Deserves a better manual.
